New IEFP Measures – Hiring Support

A measure to support hiring – Incentive for the company is open on the IEFP portal – incentive; and a measure to support internships – Internships


Financial support for employers who enter into non-term employment contracts, with unemployed people enrolled in the IEFP, with the obligation to provide vocational training to contract workers.


fixed-term employment contracts of 12 months or more: Only fixed-term contracts with unemployedpersons in one of the following situations are eligible:

  • beneficiary of the social income of insertion;
  • person with disabilities and disability;
  • refugee;
  • ex-inmate and the one who has served or has served non-custodial sentences or judicial measures and is able to enter active life;
  • drug addict in recovery process;
  • person who does not have social security records as an employee or as an independent worker in the last 12 consecutive months preceding the date of registration of the offer of employment;
  • homeless person;
  • person who has been recognized as an Informal Caregiver and who has provided care as the primary informal caregiver;
  • 45 years of age and older have been enrolled in the IEFP for at least 2 consecutive months and unemployed for at least 12 consecutive months.

Financial support in the following terms:

  • 12 times the value of the social support indexer (IAS)*, in the case of fixed-term employment contracts (€5,265.72);
  • 4 times the value of IAS*, in the case of fixed-term employment contracts (€1,755.24).
  • In the case of the conclusion of a part-time employment contract, financial support is reduced proportionally, based on a normal working period of 40 hours per week

*IAS = 438,81€


Destined too:

Unemployed person enrolled in employment services, in one of the following situations:

  • For at least 6 consecutive months (temporarily and until 30 June 2021, this period is reduced to 3 months);
  • There are at least 2 consecutive months when it comes to the person:
    • 29 years of age or less;
    • Aged 45 years or older.


The application is made on the iefponline portal after the submission of a job offer.

The period for submitting applications for the ATIVAR.PT Incentive measure runs from 9:00 a.m. on October 8, 2020 to 6:00 p.m. on December 30, 2020.


Internships lasting 9 months, not extendable, with a view to promoting the insertion of young people in the labour market or the professional retraining of unemployed.


  • Internship scholarship, the value of which is as follows:
    • 1 IAS* – no qualification level, level 1 and 2: € 438.81
    • 1.2 IAS – level 3: € 526,57
    • 1.4 IAS – level 4: € 614,33
    • 1.5 IAS – level 5: € 658,22
    • 1.8 IAS – level 6: € 789,86
    • 2.1 IAS – level 7: € 921,50
    • 2.4 IAS – level 8: € 1053,14
  • Meal or food allowance
  • Occupational accident insurance


The financial contribution of the IEFP is based on the modality of unit costs, per month and per traineeship, in the following terms:

  • Internship scholarship
    • 80% participation in the following situations:
      • Where the promoter is a private non-profit legal person
      • Traineeships within the framework of the special scheme of strategic interest
      • In the first stage developed by a promoter with 10 or fewer workers, referring to the first application to the measure and provided that it has not already obtained more favourable support conditions in another internship financed by the IEFP
    • Participation of 65% in the remaining situations (until June 30, 2021, the share is 75%).


The application is made on the portal iefponline. The application shall be decided within 30 working days from the date of its submission, on the basis of analysis criteria, which may be of national or regional scope.

The period for submitting applications to ATIVAR.PT internships runs from 9:00 a.m. on October 1, 2020 to 6:00 p.m. on December 18, 2020.
